Charter Petition Evaluation Matrix

In partnership with the former Charter Accountability and Resource Support Network (CARSNet) advisory board, FCMAT has developed the Charter Petition Evaluation Matrix. This unique, legally compliant evaluation tool can be used by both school districts and county offices across the state of California. It has been designed to align with the Education Code (EC), state regulations and other relevant laws that pertain to the charter petition review process. The primary purpose of this tool is to help guide reviewers through the charter petition review process and support them in identifying the strengths and weaknesses of each petition. 

While the elements of a countywide charter petition (EC 47605.6) are structured differently, the same criteria apply. Consequently, this tool can also be used to review countywide charter school petitions.

FCMAT will continue to update and revise this tool in response to legislative developments.
